Oswaldo Rosero acts as liaison with local authorities and key stakeholders in Ecuador for supporting the application of Global Fishing Watch platforms. Oswaldo is also involved in the definition and execution of international training programs to government agencies and other institutions with which Global Fishing Watch has support agreements.

Oswaldo is a seasoned maritime operations analyst with over 30 year of experience in conservation, fisheries and security fields. He has a strong background in technology applications for monitoring, control and surveillance (MCS).  He has designed and implemented maritime intelligence systems and procedures in Central and South America as well as in the Western Pacific. His experience spans applications for local marine protected areas (MPAs) up to national level systems, as well as the application of modern maritime monitoring and surveillance systems in operations analysis.

Oswaldo is a graduate of the Ecuadorian Naval Academy and the Naval Postgraduate School in Monterey, Calif., where he was awarded a master of science degree in systems engineering. He has worked for numerous international institutions and holds several certifications, including ISO 9000 lead auditor, and certified training on electroptics, C3I systems and maritime analysis and training. He enjoys diving, hiking and biking.
