Jennifer Raynor, Ph.D.

Jennifer Raynor is a natural resource economist at the University of Wisconsin-Madison whose research integrates economics, ecology and advanced analytical tools — including machine learning and remote sensing — to design and evaluate conservation strategies for fisheries and wildlife. Her work is deeply grounded in real-world management, drawing on nearly a decade of experience conducting applied economic research for the U.S. federal government, including National Oceanic and Atmospheric Administration Fisheries.
As chair of the science advisory board and a member of the board of directors at Global Fishing Watch, Raynor helps translate cutting-edge research into tangible improvements in ocean transparency. Her research has been featured on the cover of Science and in major media outlets such as The New York Times, The Economist, and the David Attenborough documentary Ocean.
Raynor holds a doctorate in agricultural and applied economics and a master’s degree in environment and resources from the University of Wisconsin-Madison. She also holds a master’s degree in applied economics from Johns Hopkins University and a bachelor’s degree in economics from Le Moyne College.
