Com base em d\u00e9cadas de experi\u00eancia operacional global e em an\u00e1lises de dados de rastreamento de mais de 120.000 embarca\u00e7\u00f5es, esse recurso comercialmente neutro fornece um roteiro abrangente para os tomadores de decis\u00e3o. Ele orienta os governos ao longo de todo o ciclo de vida de um sistema de rastreamento \u2014 desde a defini\u00e7\u00e3o do seu objetivo principal e da constru\u00e7\u00e3o da arquitetura t\u00e9cnica que torna os dados confi\u00e1veis, at\u00e9 o estabelecimento da estrutura financeira e jur\u00eddica que fortalece a aplicabilidade da legisla\u00e7\u00e3o.<\/span><\/p><p><span style=\"font-weight: 400;\">Um princ\u00edpio fundamental do guia \u00e9 a integra\u00e7\u00e3o. Ao tratar os sistemas de monitoramento de embarca\u00e7\u00f5es (VMS) e os sistemas de identifica\u00e7\u00e3o autom\u00e1tica (AIS) como ferramentas complementares, as autoridades podem realizar a valida\u00e7\u00e3o cruzada dos dados e eliminar os pontos cegos cr\u00edticos do monitoramento. Os governos tamb\u00e9m podem utilizar a coleta de dados de alta frequ\u00eancia e mecanismos robustos de transpar\u00eancia para assegurar que a sua infraestrutura de rastreamento fa\u00e7a mais do que apenas coletar dados e apoie ativamente uma gest\u00e3o eficaz, a presta\u00e7\u00e3o de contas e a coopera\u00e7\u00e3o regional.<\/span><\/p><p><span style=\"font-weight: 400;\">Para ter \u00eaxito no mundo real, os Estados devem tratar o rastreamento de embarca\u00e7\u00f5es como um sistema abrangente de governan\u00e7a, e n\u00e3o como uma tecnologia isolada. Ao adotarem essas normas, os Estados estar\u00e3o em melhor posi\u00e7\u00e3o para proteger os recursos marinhos, cumprir as obriga\u00e7\u00f5es internacionais, atrair investimentos respons\u00e1veis, fortalecer a governan\u00e7a mar\u00edtima e gerar benef\u00edcios a longo prazo para o oceano e para as pessoas que dele
