plus grande transparence dans le secteur de la p\u00eache a franchi aujourd&rsquo;hui une \u00e9tape historique.<\/span><\/p><p><span style=\"font-weight: 400;\">Lors de la 37e session du Comit\u00e9 des p\u00eaches (COFI) de l&rsquo;Organisation des Nations Unies pour l&rsquo;alimentation et l&rsquo;agriculture (FAO), r\u00e9unie \u00e0 Rome, en Italie, les gouvernements et les autorit\u00e9s des p\u00eaches du monde entier ont officiellement reconnu la valeur de la<\/span><a href=\"https:\/\/globalfishingwatch.org\/transparency\/\"> <span style=\"font-weight: 400;\">transparence<\/span><\/a><span style=\"font-weight: 400;\"> et de la technologie dans la lutte contre la p\u00eache illicite, non d\u00e9clar\u00e9e et non r\u00e9glement\u00e9e (INN). Adopt\u00e9e par consensus, cette d\u00e9cision marque la premi\u00e8re fois, depuis la cr\u00e9ation du COFI en 1965, que ses membres reconnaissent collectivement le r\u00f4le de la transparence dans la lutte contre la p\u00eache INN.<\/span><\/p><p><span style=\"font-weight: 400;\">Il s&rsquo;agit d&rsquo;une \u00e9tape importante vers l&rsquo;<\/span><a href=\"https:\/\/globalfishingwatch.org\/statement\/global-fishing-watch-welcomes-adoption-of-united-nations-sustainable-fisheries-resolution\/\"><span style=\"font-weight: 400;\">objectif<\/span><\/a><span style=\"font-weight: 400;\"> de longue date de Global Fishing Watch, qui est de faire de la transparence la norme mondiale en mati\u00e8re de gouvernance de l\u2019oc\u00e9an. C&rsquo;est \u00e9galement un moment charni\u00e8re dans la mani\u00e8re dont la communaut\u00e9 internationale des p\u00eaches consid\u00e8re la transparence et la technologie comme des \u00e9l\u00e9ments cl\u00e9s pour parvenir \u00e0 un oc\u00e9an plus durable.<\/span><\/p><p><span style=\"font-weight: 400;\">Depuis que Global Fishing Watch s&rsquo;est engag\u00e9e sur la question de la transparence, nous avons constat\u00e9 que les gouvernements adoptent de plus en plus des technologies accessibles au public, telles que le<\/span><a href=\"https:\/\/globalfishingwatch.org\/faqs\/what-is-ais\/\"> <span style=\"font-weight: 400;\">syst\u00e8me d&rsquo;identification automatique<\/span><\/a><span style=\"font-weight: 400;\"> (AIS), ainsi que le<\/span><a href=\"https:\/\/globalfishingwatch.org\/faqs\/what-is-vms\/\"> <span style=\"font-weight: 400;\">syst\u00e8me de surveillance des navires<\/span><\/a><span style=\"font-weight: 400;\"> (VMS), dans le cadre de dispositifs complets de suivi, de contr\u00f4le et de surveillance. Les \u00c9tats du pavillon, les \u00c9tats c\u00f4tiers, les \u00c9tats du port et les \u00c9tats du march\u00e9 utilisent l&rsquo;AIS en compl\u00e9ment d&rsquo;autres sources d&rsquo;information. Cela leur permet de mieux g\u00e9rer les flottes de p\u00eache, comprendre l&rsquo;activit\u00e9 dans leurs eaux et d&rsquo;\u00e9valuer les navires cherchant \u00e0 acc\u00e9der \u00e0 leurs ports.<\/span><\/p><p><span style=\"font-weight: 400;\">Notre nouveau <\/span><a href=\"https:\/\/globalfishingwatch.org\/fr\/en-bref\/guide-de-bonnes-pratiques-pour-le-suivi-des-navires-synthese-et-principaux-enseignements\/\"><span style=\"font-weight: 400;\">Guide des bonnes pratiques de suivi des navires<\/span><\/a><span style=\"font-weight: 400;\">, pr\u00e9sent\u00e9 ici m\u00eame au<\/span><a href=\"https:\/\/globalfishingwatch.org\/press-release\/global-fishing-watch-launches-first-global-blueprint-to-help-governments-strengthen-vessel-tracking\/\"> <span style=\"font-weight: 400;\">COFI<\/span><\/a><span style=\"font-weight: 400;\">, expose comment les gouvernements peuvent conjuguer transparence et technologie dans le cadre de l\u2019utilisation de syst\u00e8mes de suivi des navires. En reliant les donn\u00e9es de suivi, d&rsquo;identit\u00e9 et d&rsquo;autres informations, ils peuvent ainsi renforcer le contr\u00f4le, l&rsquo;analyse, la conformit\u00e9 et l&rsquo;application des r\u00e8gles.<\/span><\/p><p><span style=\"font-weight: 400;\">Rendre publiques les informations de <\/span><a href=\"https:\/\/globalfishingwatch.org\/fr\/suivi-des-navires\/\"><span style=\"font-weight: 400;\">suivi des navires<\/span><\/a><span style=\"font-weight: 400;\"> contribue \u00e0 r\u00e9\u00e9quilibrer les r\u00e8gles du jeu. Les autorit\u00e9s du monde entier ont ainsi acc\u00e8s \u00e0 des informations autrefois r\u00e9serv\u00e9es aux programmes de surveillance et d&rsquo;application de la loi les plus sophistiqu\u00e9s et les mieux financ\u00e9s.<\/span><\/p><p><span style=\"font-weight: 400;\">Mais la reconnaissance n&rsquo;est pas une fin en soi. C&rsquo;est une \u00e9tape importante pour faire de la transparence une composante \u00e0 part enti\u00e8re de la gouvernance des p\u00eaches \u00e0 l&rsquo;\u00e9chelle mondiale. Nos efforts se tournent \u00e0 pr\u00e9sent vers un engagement concret au sein du syst\u00e8me des Nations Unies, ainsi qu&rsquo;avec les organismes r\u00e9gionaux de gestion des p\u00eaches et leurs membres. L&rsquo;objectif est de veiller \u00e0 ce que la reconnaissance obtenue aujourd&rsquo;hui se traduise par des normes plus solides, une mise en \u0153uvre rigoureuse et des exigences concr\u00e8tes en mati\u00e8re de transparence.<\/span><\/p><p><span style=\"font-weight: 400;\">Nous remercions le Br\u00e9sil, le Chili, le Panama, le Royaume-Uni, Madagascar et le Liberia \u2014 ce dernier agissant au nom du Groupe Afrique \u2014 pour leur leadership et leur soutien, ainsi que la <\/span><i><span style=\"font-weight: 400;\">Coalition for Fisheries Transparency<\/span><\/i><span style=\"font-weight: 400;\">, le Comit\u00e9 des p\u00eaches pour le golfe de Guin\u00e9e centre-ouest, <\/span><i><span style=\"font-weight: 400;\">Stop Illegal Fishing<\/span><\/i><span style=\"font-weight: 400;\"> et <\/span><i><span style=\"font-weight: 400;\">TMT<\/span><\/i><span style=\"font-weight: 400;\">, qui, par leur plaidoyer continu, ont rendu cette avanc\u00e9e possible.<\/span><\/p><p><span style=\"font-weight: 400;\">La transparence fait ses preuves et les gouvernements en mesurent aujourd&rsquo;hui toute l&rsquo;utilit\u00e9.
