p\u00eache ill\u00e9gale, non d\u00e9clar\u00e9e et non r\u00e9glement\u00e9e (INN) prosp\u00e8rent en toute impunit\u00e9.<\/span><\/p><p><span style=\"font-weight: 400;\">Selon l\u2019<\/span><a href=\"https:\/\/www.un.org\/fr\/observances\/end-illegal-fishing-day\"><span style=\"font-weight: 400;\">Organisation des Nations unies pour l\u2019alimentation et l\u2019agriculture<\/span><\/a><span style=\"font-weight: 400;\"> (FAO), entre 11 et 26 millions de tonnes de poissons sont captur\u00e9es ill\u00e9galement chaque ann\u00e9e. Cela repr\u00e9sente environ un poisson sauvage sur cinq vendu dans le monde. Les retomb\u00e9es pour les \u00e9conomies r\u00e9gionales et les communaut\u00e9s locales sont d\u00e9vastatrices. Rien que dans le golfe de Guin\u00e9e, la p\u00eache INN priverait l\u2019\u00e9conomie locale de plus de <\/span><a href=\"https:\/\/acecor.ucc.edu.gh\/addressing-iuu-fishing-gulf-guinea-through-effective-training-fisheries-management-and-climate\"><span style=\"font-weight: 400;\">2 milliards de dollars par an<\/span><\/a><span style=\"font-weight: 400;\">. \u00c0 l\u2019\u00e9chelle mondiale, le pr\u00e9judice pourrait <\/span><a href=\"https:\/\/www.science.org\/doi\/10.1126\/sciadv.aaz3801\"><span style=\"font-weight: 400;\">atteindre 50 milliards de dollars<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p><p><span style=\"font-weight: 400;\">Mais les cons\u00e9quences de la p\u00eache INN vont bien au-del\u00e0 des pertes \u00e9conomiques. Elle accentue la pression sur les \u00e9cosyst\u00e8mes marins, menace la s\u00e9curit\u00e9 alimentaire des nations c\u00f4ti\u00e8res et <\/span><a href=\"https:\/\/www.unodc.org\/cld\/uploads\/pdf\/Tools_and_Publications\/Guide_Legislatif_sur_la_Lutte_contre_les_Infractions_dans_le_Secteur_de_la_Peche.pdf\"><span style=\"font-weight: 400;\">a \u00e9t\u00e9 li\u00e9e<\/span><\/a><span style=\"font-weight: 400;\"> \u00e0 plusieurs reprises \u00e0 d\u2019autres crimes transnationaux, notamment le travail forc\u00e9, la traite des \u00eatres humains ainsi que le trafic de drogue et d\u2019armes.<\/span><\/p><p><span style=\"font-weight: 400;\">C\u2019est pourquoi, \u00e0 l\u2019occasion de la <\/span><a href=\"https:\/\/www.un.org\/fr\/observances\/end-illegal-fishing-day\"><span style=\"font-weight: 400;\">Journ\u00e9e internationale de lutte contre la p\u00eache INN<\/span><\/a><span style=\"font-weight: 400;\">, nous lan\u00e7ons <\/span><a href=\"https:\/\/globalfishingwatch.org\/fact-sheet\/illegal-unreported-and-unregulated-fishing-insights-a-new-framework-for-mapping-risk-of-illegal-fishing\"><span style=\"font-weight: 400;\">IUU Fishing Risk Insights<\/span><\/a><span style=\"font-weight: 400;\">. Ce nouvel outil de donn\u00e9es exp\u00e9rimental est con\u00e7u pour aider les autorit\u00e9s \u00e0 rep\u00e9rer et cibler en priorit\u00e9 les navires dont le comportement suspect en mer exige une attention accrue.<\/span><\/p><p><span style=\"font-weight: 400;\">Plut\u00f4t que de prouver une culpabilit\u00e9, <\/span><a href=\"https:\/\/globalfishingwatch.org\/fact-sheet\/illegal-unreported-and-unregulated-fishing-insights-a-new-framework-for-mapping-risk-of-illegal-fishing\"><span style=\"font-weight: 400;\">IUU Fishing Risk Insights<\/span><\/a><span style=\"font-weight: 400;\"> cartographie le risque. Fruit de consultations d\u2019experts et d\u2019une analyse approfondie de la litt\u00e9rature scientifique, notre mod\u00e8le s&rsquo;appuie sur <\/span><a href=\"https:\/\/globalfishingwatch.org\/fact-sheet\/illegal-unreported-and-unregulated-fishing-insights-a-new-framework-for-mapping-risk-of-illegal-fishing\"><span style=\"font-weight: 400;\">11 signaux comportementaux<\/span><\/a><span style=\"font-weight: 400;\"> issus des donn\u00e9es AIS (syst\u00e8me d\u2019identification automatique). Ces indicateurs analysent notamment les rencontres entre navires, la proximit\u00e9 avec des navires inscrits sur des listes INN, la dur\u00e9e des voyages, le temps pass\u00e9 loin des ports, les suspicions de d\u00e9sactivation de l\u2019AIS et les possibles usurpations d\u2019identit\u00e9.<\/span><\/p><p><span style=\"font-weight: 400;\">Le jeu de donn\u00e9es capture ce que nous appelons les \u00ab empreintes num\u00e9riques \u00bb du risque \u2014 des comportements observables qui, lorsqu\u2019ils sont analys\u00e9s ensemble, permettent aux autorit\u00e9s de distinguer les activit\u00e9s ordinaires des sch\u00e9mas n\u00e9cessitant une enqu\u00eate plus approfondie.<\/span><\/p><p><span style=\"font-weight: 400;\">Il est important de souligner que ces indicateurs ne constituent pas des preuves d\u2019infraction et ne repr\u00e9sentent pas des d\u00e9cisions juridiques. Ils sont con\u00e7us comme un outil d\u2019aide \u00e0 la d\u00e9cision permettant aux gouvernements et aux agences de contr\u00f4le de prioriser les inspections, de renforcer la mise en \u0153uvre d\u2019accords internationaux tels que <\/span><a href=\"https:\/\/www.fao.org\/port-state-measures\/fr\/\"><span style=\"font-weight: 400;\">l\u2019Accord relatif aux mesures du ressort de l\u2019\u00c9tat du port<\/span><\/a><span style=\"font-weight: 400;\">, et d\u2019orienter des ressources limit\u00e9es l\u00e0 o\u00f9 elles peuvent avoir le plus d\u2019impact.<\/span><\/p><p><span style=\"font-weight: 400;\">Chez Global Fishing Watch, nous sommes convaincus que la transparence est l\u2019arme la plus puissante pour relever ce d\u00e9fi. Cette dynamique se poursuivra \u00e0 Mombasa, lors de la <\/span><a href=\"https:\/\/globalfishingwatch.org\/global-fishing-watch-at-11th-our-ocean-conference\/\"><span style=\"font-weight: 400;\">conf\u00e9rence Our Ocean<\/span><\/a><span style=\"font-weight: 400;\">, o\u00f9 la visibilit\u00e9 en mer sera au c\u0153ur des d\u00e9bats sur la gouvernance durable des oc\u00e9ans.
