L\u2019enjeu est clair : veiller \u00e0 ce que la protection de la haute mer repose sur un cadre solide de responsabilit\u00e9, articul\u00e9 autour de la <\/span><a href=\"https:\/\/globalfishingwatch.org\/transparency\/\"><span style=\"font-weight: 400;\">transparence<\/span><\/a><span style=\"font-weight: 400;\">, de la gestion fond\u00e9e sur les donn\u00e9es et de m\u00e9canismes d\u2019application efficaces.<\/span><\/p><p><span style=\"font-weight: 400;\">Le Trait\u00e9 sur la haute mer repose sur un principe fondamental : l\u2019oc\u00e9an au-del\u00e0 des fronti\u00e8res nationales constitue un patrimoine commun de l\u2019humanit\u00e9. Or, un patrimoine partag\u00e9 ne peut \u00eatre prot\u00e9g\u00e9 s\u2019il demeure invisible. Pendant trop longtemps, la haute mer a constitu\u00e9 un espace \u00e9chappant largement \u00e0 la r\u00e9gulation o\u00f9 les activit\u00e9s industrielles se d\u00e9roulaient hors de vue et largement hors de contr\u00f4le.
