Elle compromet les syst\u00e8mes de contr\u00f4le, fausse les march\u00e9s et impacte les moyens de subsistance des communaut\u00e9s c\u00f4ti\u00e8res du monde entier. Au c\u0153ur du probl\u00e8me, une question cruciale demeure : qui tire vraiment profit de ces activit\u00e9s ill\u00e9gales\u202f? Mettre en lumi\u00e8re les v\u00e9ritables b\u00e9n\u00e9ficiaires de la p\u00eache ill\u00e9gale est essentiel pour d\u00e9manteler les r\u00e9seaux qui la permettent et en tirent profit.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">Plus t\u00f4t cette ann\u00e9e, l\u2019organisation de coop\u00e9ration et de d\u00e9veloppement \u00e9conomiques (OCDE) a pris une mesure importante \u00e0 cet \u00e9gard. Lors de sa r\u00e9union du Conseil au niveau minist\u00e9riel de 2025, l\u2019OCDE <\/span><a href=\"https:\/\/legalinstruments.oecd.org\/fr\/instruments\/OECD-LEGAL-0507\"><span style=\"font-weight: 400;\">a officiellement adopt\u00e9 la recommandation sur l\u2019\u00e9limination du soutien public \u00e0 la p\u00eache INN<\/span><\/a><span style=\"font-weight: 400;\">. Cette recommandation exhorte les pays \u00e0 mettre en \u0153uvre des politiques solides garantissant que les fonds publics ne soutiennent pas involontairement des navires impliqu\u00e9s dans la p\u00eache INN.<\/span><\/p><p><span style=\"font-weight: 400;\">Consciente de cet enjeu, L\u2019OCDE reconna\u00eet le r\u00f4le crucial de la transparence sur <\/span><a href=\"https:\/\/globalfishingwatch.org\/fr\/la-propriete-effective-ultime-ubo\/\"><span style=\"font-weight: 400;\">la propri\u00e9t\u00e9 effective ultime (UBO) <\/span><\/a><span style=\"font-weight: 400;\">dans la r\u00e9alisation de cet objectif. Le Comit\u00e9 des p\u00eaches de l\u2019OCDE sugg\u00e8re que les pays, dans la mesure du possible, n\u2019apportent un soutien qu\u2019aux navires pour lesquels des informations sur les b\u00e9n\u00e9ficiaires effectifs sont disponibles. Il encourage \u00e9galement le partage de ces informations dans le cadre des d\u00e9cisions li\u00e9es \u00e0 la p\u00eache INN, notamment via les organisations ou arrangements r\u00e9gionaux de gestion des p\u00eaches (O\/ARGP).<\/span><\/p><p><span style=\"font-weight: 400;\">La transparence sur la propri\u00e9t\u00e9 effective vise \u00e0 identifier les personnes qui profitent r\u00e9ellement des activit\u00e9s d\u2019un navire, et qui peuvent chercher \u00e0 dissimuler leur identit\u00e9 derri\u00e8re des structures juridiques complexes. En favorisant la collecte et l\u2019\u00e9change de donn\u00e9es sur la propri\u00e9t\u00e9 effective, l\u2019OCDE souligne qu\u2019il est crucial de savoir qui contr\u00f4le et b\u00e9n\u00e9ficie v\u00e9ritablement des op\u00e9rations de p\u00eache, au-del\u00e0 des propri\u00e9taires ou des op\u00e9rateurs enregistr\u00e9s.
