Gabon<\/b><span style=\"font-weight: 400;\"> \u2014 Global Fishing Watch, une organisation internationale \u00e0 but non lucratif \u0153uvrant pour une meilleure gouvernance de l\u2019oc\u00e9an gr\u00e2ce \u00e0 la transparence des activit\u00e9s humaines en mer, et le gouvernement du Gabon, ont sign\u00e9 un protocole d\u2019accord (MoU) marquant une \u00e9tape strat\u00e9gique vers une gouvernance renforc\u00e9e de l\u2019oc\u00e9an et une gestion responsable du secteur halieutique au niveau national, ont confirm\u00e9 les deux parties. <\/span><span style=\"font-weight: 400;\"><br \/><\/span><span style=\"font-weight: 400;\"><br \/><\/span><span style=\"font-weight: 400;\">Cet accord, sign\u00e9 le 25 juin, pose les bases d\u2019une collaboration efficace entre les autorit\u00e9s gabonaises des p\u00eaches et Global Fishing Watch. Cette collaboration vise \u00e0 acc\u00e9l\u00e9rer les initiatives pour am\u00e9liorer le suivi, le contr\u00f4le et la surveillance (SCS) des vastes ressources marines du pays \u00e0 travers le partage de donn\u00e9es halieutiques. Ce partenariat s\u2019appuiera sur les technologies satellitaires et l\u2019analyse de donn\u00e9es pour soutenir les efforts du Gabon dans la lutte contre la p\u00eache illicite, non d\u00e9clar\u00e9e et non r\u00e9glement\u00e9e (INN). Ces actions viseront en particulier la zone \u00e9conomique exclusive (ZEE) nationale, o\u00f9 les intrusions de navires \u00e9trangers constituent une pr\u00e9occupation constante.<\/span><\/p><p><span style=\"font-weight: 400;\">\u00ab Conform\u00e9ment \u00e0 la vision de son excellence le Pr\u00e9sident Brice Clotaire Oligui Nguema, pr\u00e9sident de la R\u00e9publique gabonaise, le Gabon a fait le choix de la transparence, du contr\u00f4le et du respect des normes internationales \u00bb, a d\u00e9clar\u00e9 Laurence Mengue-Me-Nzoghe Ndong, ministre de la Mer, des P\u00eaches et de l\u2019\u00c9conomie bleue, lors de la c\u00e9r\u00e9monie de signature du protocole d\u2019accord.<\/span><\/p><p><a href=\"https:\/\/globalfishingwatch.org\/our-work-in-gabon\/\"><span style=\"font-weight: 400;\">Global Fishing Watch et le Gabon<\/span><\/a><span style=\"font-weight: 400;\"> ont entam\u00e9 leur collaboration en 2020, en mettant en place des efforts pour renforcer la surveillance du secteur halieutique gabonais \u00e0 l\u2019aide de technologies satellitaires de pointe. Une \u00e9tape majeure a \u00e9t\u00e9 franchie en juin 2024 avec la formalisation d\u2019un partenariat entre <\/span><a href=\"https:\/\/globalfishingwatch.org\/fr\/communique-de-presse\/global-fishing-watch-et-la-commission-regionale-des-peches-du-golfe-de-guinee-etablissent-un-partenariat-pour-lutter-contre-la-peche-illegale\/\"><span style=\"font-weight: 400;\">Global Fishing Watch et la Commission r\u00e9gionale des p\u00eaches du golfe de Guin\u00e9e (COREP)<\/span><\/a><span style=\"font-weight: 400;\">, une coalition de 11 pays africains dont le Gabon fait partie, pour faire face aux d\u00e9fis maritimes urgents, notamment la p\u00eache INN, le long des 5 700 km de c\u00f4tes de la r\u00e9gion. Le golfe de Guin\u00e9e est depuis longtemps reconnu comme l\u2019un des milieux marins les plus riches en biodiversit\u00e9 au monde et ses eaux jouent un r\u00f4le \u00e9conomique crucial pour la r\u00e9gion, en assurant les moyens de subsistance des populations, l\u2019approvisionnement alimentaire des \u00c9tats c\u00f4tiers ainsi que les exportations vers des march\u00e9s strat\u00e9giques.<\/span><\/p><p><span style=\"font-weight: 400;\">Ce nouveau protocole d&rsquo;accord pr\u00e9voit le transfert de capacit\u00e9s et de technologies pour soutenir les autorit\u00e9s gabonaises dans leurs efforts de suivi de la flotte de p\u00eache industrielle nationale. Il ouvre \u00e9galement la voie \u00e0 une coop\u00e9ration technique autour de l\u2019ambitieuse initiative du Gabon visant \u00e0 \u00e9quiper sa flotte de p\u00eache artisanale \u2014 compos\u00e9e d\u2019environ 1 000 pirogues \u2014 de dispositifs de g\u00e9olocalisation. Avec plus de 300 unit\u00e9s d\u00e9j\u00e0 install\u00e9es via le syst\u00e8me <\/span><a href=\"https:\/\/fisheries.groupcls.com\/fr\/le-gabon-s-appuie-sur-cls-pour-la-gestion-de-ses-pecheries-artisanales\/\"><span style=\"font-weight: 400;\">CLS NEMO<\/span><\/a><span style=\"font-weight: 400;\">, le gouvernement recherche un appui analytique pour exploiter pleinement le potentiel de ces donn\u00e9es dans l\u2019\u00e9laboration des politiques et l\u2019application des r\u00e9glementations. Le partenariat renforcera en outre les efforts du gouvernement en mati\u00e8re de surveillance des p\u00eacheries, de protection de la biodiversit\u00e9 marine et d\u2019am\u00e9lioration de la s\u00e9curit\u00e9 maritime. Il soutiendra notamment la promotion de l\u2019usage \u00e9largi du <\/span><a href=\"https:\/\/globalfishingwatch.org\/faqs\/what-is-ais\/\"><span style=\"font-weight: 400;\">syst\u00e8me d\u2019identification automatique (AIS)<\/span><\/a><span style=\"font-weight: 400;\"> par les navires op\u00e9rant dans la ZEE gabonaise, ainsi que la r\u00e9vision des politiques et des r\u00e9glementations encadrant les p\u00eaches industrielles et artisanales.<\/span><\/p><p><a href=\"https:\/\/www.youtube.com\/watch?v=YPU3CEz-mHw\"><span style=\"font-weight: 400;\">Le suivi des navires<\/span><\/a><span style=\"font-weight: 400;\"> constitue une base essentielle de la transparence en mer et demeure un outil puissant dans la lutte contre la p\u00eache INN. <\/span><a href=\"https:\/\/globalfishingwatch.org\/fr\/non-classifiee\/la-gestion-durable-des-peches-commence-par-le-suivi-des-navires\/\"><span style=\"font-weight: 400;\">Il fournit des informations cruciales<\/span><\/a><span style=\"font-weight: 400;\"> sur un navire donn\u00e9, sp\u00e9cifiquement sa localisation et ses activit\u00e9s, et soutient des actions plus larges de gouvernance de l\u2019oc\u00e9an telles que la protection des \u00e9cosyst\u00e8mes marins sensibles, la planification spatiale maritime et la s\u00e9curit\u00e9 des p\u00eacheurs en mer. L\u2019accord avec le Gabon pr\u00e9voit aussi que Global Fishing Watch soutienne les autorit\u00e9s nationales par le biais du partage de donn\u00e9es, d\u2019analyses et de formations. Cet appui vise \u00e0 renforcer la surveillance des navires industriels et des embarcations artisanales, le suivi des aires marines prot\u00e9g\u00e9es (AMP), la mise en \u0153uvre de l<\/span><a href=\"https:\/\/www.fao.org\/port-state-measures\/fr\/\"><span style=\"font-weight: 400;\">&lsquo;Accord relatif aux mesures du ressort de l&rsquo;\u00c9tat du port<\/span><\/a><span style=\"font-weight: 400;\"> (PSMA), ainsi que le contr\u00f4le du <\/span><a href=\"https:\/\/globalfishingwatch.org\/transshipment\/\"><span style=\"font-weight: 400;\">transbordement maritime<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">\u00ab En formalisant cet accord, le Gabon renforce son r\u00f4le de leader en mati\u00e8re de transparence du secteur de la p\u00eache et de gouvernance de l\u2019oc\u00e9an dans la r\u00e9gion \u00bb, a d\u00e9clar\u00e9<\/span><a href=\"https:\/\/globalfishingwatch.org\/dame-mboup\/\"><span style=\"font-weight: 400;\"> Dame Mboup, responsable Afrique de Global Fishing Watch<\/span><\/a><span style=\"font-weight: 400;\">. \u00ab Ce partenariat permet une gestion plus intelligente et plus efficace des ressources marines du Gabon, au b\u00e9n\u00e9fice des communaut\u00e9s locales et de l\u2019\u00e9cosyst\u00e8me ouest-africain dans son ensemble. \u00bb<\/span><\/p><p><span style=\"font-weight: 400;\">\u00ab Ensemble, nous pla\u00e7ons les donn\u00e9es au c\u0153ur de la prise de d\u00e9cision pour un oc\u00e9an plus sain \u00bb, a-t-il ajout\u00e9. \u00ab En faisant de la transparence un socle, le Gabon \u00e9tablit une norme \u00e0 suivre. \u00bb<\/span><\/p><p><span style=\"font-weight: 400;\">Ce protocole d\u2019accord avec Global Fishing Watch marque la derni\u00e8re \u00e9tape franchie par le Gabon dans la lutte contre la p\u00eache ill\u00e9gale et la promotion de la transparence en mer. Lors de la c\u00e9r\u00e9monie de signature, <\/span><a href=\"https:\/\/www.linkedin.com\/posts\/tm-tracking_bluecordon-psma-portstatemeasures-activity-7343917939697344512-dAJh?utm_source=share&amp;utm_medium=member_ios&amp;rcm=ACoAAASsN2QB7WoLVGqIZ1g3gGuGcwvYtRTPrD0\"><span style=\"font-weight: 400;\">la ministre Ndong a \u00e9galement annonc\u00e9 un partenariat avec TMT, partenaire de Global Fishing Watch<\/span><\/a><span style=\"font-weight: 400;\">. Global Fishing Watch, le R\u00e9seau international de suivi, de contr\u00f4le et de surveillance (IMCSN) et TMT ont uni leurs efforts pour cr\u00e9er la <\/span><a href=\"https:\/\/globalfishingwatch.org\/joint-analytical-cell\/\"><span style=\"font-weight: 400;\">Joint Analytical Cell (JAC)<\/span><\/a><span style=\"font-weight: 400;\">.
