style=\"font-weight: 400;\"> s\u2019est achev\u00e9e aujourd\u2019hui, les dirigeants mondiaux ont timidement commenc\u00e9 \u00e0 sortir de la routine. Dans <\/span><a href=\"https:\/\/www.un.org\/pga\/wp-content\/uploads\/sites\/109\/2025\/05\/UNOC3-declaration-final.pdf\"><span style=\"font-weight: 400;\">le document final<\/span><\/a><span style=\"font-weight: 400;\"> de la conf\u00e9rence, les d\u00e9l\u00e9gu\u00e9s ont enfin reconnu la technologie et la transparence comme des outils essentiels \u00e0 la protection de l\u2019oc\u00e9an et \u00e0 l\u2019atteinte des engagements environnementaux, notamment l\u2019objectif \u00ab\u202f30&#215;30\u202f\u00bb \u2014 qui vise \u00e0 prot\u00e9ger 30 % des terres et de l\u2019oc\u00e9an \u00e0 l\u2019\u00e9chelle mondiale d\u2019ici \u00e0 la fin de la d\u00e9cennie.\u2028<\/span><\/p><p><span style=\"font-weight: 400;\">Pour certains, cela peut sembler anecdotique. Mais pour ceux qui \u0153uvrent en premi\u00e8re ligne de la protection de l\u2019oc\u00e9an, c\u2019est une avanc\u00e9e bienvenue, marquant un progr\u00e8s \u00e9vident par rapport \u00e0 la conf\u00e9rence de 2022 \u00e0 Lisbonne, o\u00f9 la transparence \u00e9tait absente du document final. Dans un domaine frein\u00e9 depuis longtemps par l\u2019inertie politique, le manque de moyens et une faible application des lois, cette reconnaissance souligne clairement qu\u2019un nouveau cap est n\u00e9cessaire en mati\u00e8re de gouvernance de l\u2019oc\u00e9an \u2014 et que transparence et technologies de pointe peuvent transformer les ambitions en actions concr\u00e8tes.<\/span><\/p><p><span style=\"font-weight: 400;\">L\u2019opacit\u00e9 a longtemps \u00e9t\u00e9 la norme dans la gestion des espaces marins. De vastes zones oc\u00e9aniques restent mal \u2014 voire pas du tout \u2014 surveill\u00e9es. Leurs eaux sont ainsi particuli\u00e8rement vuln\u00e9rables \u00e0 la surp\u00eache, \u00e0 la destruction des habitats, \u00e0 la perte de biodiversit\u00e9 et \u00e0 la p\u00eache ill\u00e9gale, non d\u00e9clar\u00e9e et non r\u00e9glement\u00e9e (INN), qui prosp\u00e8rent en l\u2019absence de contr\u00f4les. D\u2019apr\u00e8s <\/span><a href=\"https:\/\/globalfishingwatch.org\/press-release\/new-research-harnesses-ai-and-satellite-imagery-to-reveal-the-expanding-footprint-of-human-activity-at-sea\/\"><span style=\"font-weight: 400;\">une \u00e9tude de Global Fishing Watch, jusqu\u2019\u00e0 75\u202f% de l\u2019activit\u00e9 mondiale de p\u00eache \u00e9chappe aux syst\u00e8mes de surveillance publics<\/span><\/a><span style=\"font-weight: 400;\">. Ce manque de transparence n\u2019est pas simplement un d\u00e9faut technique \u2014 c\u2019est un \u00e9chec politique. Sans donn\u00e9es accessibles et transparentes indiquant o\u00f9 se d\u00e9roulent les activit\u00e9s de p\u00eache et qui en tire r\u00e9ellement profit, m\u00eame les objectifs de conservation les plus ambitieux risquent de ne jamais se concr\u00e9tiser.<\/span><\/p><p><b>De la transparence \u00e0 la protection marine\u2028<\/b><\/p><p><span style=\"font-weight: 400;\">Le virage vers plus de transparence, bien qu\u2019annonc\u00e9 de longue date, marque un tournant dans la gouvernance de l\u2019oc\u00e9an. En un peu plus d\u2019une d\u00e9cennie, le nombre de grands navires de p\u00eache diffusant leur position par satellite a fortement augment\u00e9. En 2012, seule une infime partie de la flotte mondiale partageait sa position via des canaux publics. Aujourd\u2019hui, pr\u00e8s de 140\u202f000 navires \u2014 soit environ un tiers de la flotte mondiale de p\u00eache industrielle \u2014 transmettent leurs mouvements gr\u00e2ce \u00e0 des technologies telles que <\/span><a href=\"https:\/\/www.imo.org\/fr\/OurWork\/Safety\/Pages\/AIS.aspx\"><span style=\"font-weight: 400;\">le syst\u00e8me d\u2019identification automatique (AIS)<\/span><\/a><span style=\"font-weight: 400;\"> ou les<\/span><a href=\"https:\/\/agriculture.gouv.fr\/systeme-de-surveillance-des-navires-par-satellite-vms\"><span style=\"font-weight: 400;\"> syst\u00e8mes de surveillance des navires par satellite (VMS)<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p><p><span style=\"font-weight: 400;\">Ces progr\u00e8s, rendus possibles par des d\u00e9cisions politiques et des engagements volontaires, ont radicalement chang\u00e9 notre capacit\u00e9 \u00e0 surveiller ce qu\u2019il se passe en mer. Gouvernements, chercheurs, ONGs et journalistes peuvent d\u00e9sormais cartographier l\u2019activit\u00e9 de p\u00eache avec un niveau de d\u00e9tail sans pr\u00e9c\u00e9dent. Des organisations r\u00e9gionales de gestion des p\u00eaches utilisent ces donn\u00e9es pour mieux orienter leurs politiques. Des \u00c9tats s\u2019en servent pour surveiller les aires prot\u00e9g\u00e9es et d\u00e9tecter les activit\u00e9s de p\u00eache ill\u00e9gale jusque dans les coins les plus recul\u00e9s de l\u2019oc\u00e9an. La transparence n\u2019est plus un simple mot d\u2019ordre \u2014 elle produit des r\u00e9sultats concrets et visibles.<\/span><\/p><p><span style=\"font-weight: 400;\">Prenons l\u2019exemple du parc national de l\u2019\u00eele Cocos, au Costa Rica. Situ\u00e9e \u00e0 plus de 500\u202fkm du continent, cette r\u00e9serve \u00e9cologique s\u2019\u00e9tend sur plus de 55\u202f000 km\u00b2 et abrite l\u2019une des plus vastes zones d\u2019interdiction de p\u00eache dans le Pacifique tropical oriental. Il s\u2019agit d\u2019un engagement fort en faveur de l\u2019objectif 30&#215;30. Mais son isolement en fait aussi une cible privil\u00e9gi\u00e9e pour la p\u00eache ill\u00e9gale. Sans suivi transparent, faire respecter la loi serait presque impossible. Gr\u00e2ce au suivi des navires et \u00e0 des outils comme le portail \u00ab\u202fmarine manager\u202f\u00bb de Global Fishing Watch, <\/span><a href=\"https:\/\/globalfishingwatch.org\/success-story\/marine-manager-supports-effective-management-of-cocos-island-national-park\/\"><span style=\"font-weight: 400;\">le Costa Rica a pu r\u00e9duire de 98\u202f% l\u2019activit\u00e9 de p\u00eache ill\u00e9gale dans cette zone en 2024<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p><p><span style=\"font-weight: 400;\">\u00c0 l\u2019autre bout du monde, dans la M\u00e9diterran\u00e9e, <\/span><a href=\"https:\/\/globalfishingwatch.org\/success-story\/global-fishing-watch-analysis-helps-establish-fisheries-restricted-area-in-otranto-channel\/\"><span style=\"font-weight: 400;\">l\u2019Albanie et l\u2019Italie ont collabor\u00e9 pour surveiller et mieux g\u00e9rer les zones de p\u00eache cl\u00e9s du canal d\u2019Otrante<\/span><\/a><span style=\"font-weight: 400;\">. L\u2019analyse des donn\u00e9es par Global Fishing Watch a permis d\u2019identifier pr\u00e9cis\u00e9ment la pr\u00e9sence de chalutiers et d\u2019\u00e9valuer les risques pos\u00e9s aux \u00e9cosyst\u00e8mes vuln\u00e9rables comme les coraux d\u2019eau profonde.
