esfuerzo intergubernamental impulsado por cuatro pa\u00edses latinoamericanos est\u00e1 liderando una revoluci\u00f3n digital para proteger nuestro oc\u00e9ano. <\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-8866956 elementor-invisible elementor-widget elementor-widget-text-editor\" data-id=\"8866956\" data-element_type=\"widget\" data-e-type=\"widget\" data-settings=\"{&quot;_animation&quot;:&quot;fadeIn&quot;}\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">El oc\u00e9ano Pac\u00edfico, frente a las costas de Am\u00e9rica Central y del Sur, alberga algunas de las concentraciones de biodiversidad m\u00e1s ricas de la Tierra; es un refugio para la vida marina, que abarca desde ballenas, tiburones, delfines y tortugas marinas hasta corales, densos bancos de peces pel\u00e1gicos y diminutos fitoplancton.<\/span><\/p><p><span style=\"font-weight: 400;\">La vida marina es tan abundante aqu\u00ed que en 2004 los gobiernos de Colombia, Costa Rica, Ecuador y Panam\u00e1 firmaron una declaraci\u00f3n para establecer el <\/span><a href=\"https:\/\/www.cmarpacifico.org\/\"><span style=\"font-weight: 400;\">Corredor Marino del Pac\u00edfico Este Tropical<\/span><\/a><span style=\"font-weight: 400;\">, tambi\u00e9n conocido como CMAR, para conectar sus \u00e1reas marinas protegidas (AMP) y salvaguardar las rutas migratorias entre ellas.<\/span><\/p><p><span style=\"font-weight: 400;\">La creaci\u00f3n del CMAR no es un logro menor, ya que se produce en un momento en que el futuro de nuestros oc\u00e9anos est\u00e1 cada vez m\u00e1s amenazado. De hecho, hoy en d\u00eda el oc\u00e9ano de nuestro planeta sigue en territorio desconocido en medio de una dram\u00e1tica combinaci\u00f3n de cambio clim\u00e1tico, contaminaci\u00f3n y pesca ilegal, no declarada y no reglamentada (INDNR). Seg\u00fan las Naciones Unidas, el panorama es desolador: el <\/span><a href=\"https:\/\/www.un.org\/es\/observances\/oceans-day\"><span style=\"font-weight: 400;\">90 por ciento<\/span><\/a><span style=\"font-weight: 400;\"> de las poblaciones de peces grandes del planeta est\u00e1n agotadas, mientras que el 50 por ciento de los arrecifes de coral est\u00e1n destruidos. La biodiversidad marina \u2013y el oc\u00e9ano mismo\u2013 han llegado a un punto de inflexi\u00f3n.<\/span><\/p><p><span style=\"font-weight: 400;\">Sin embargo, un punto de inflexi\u00f3n no necesariamente es un punto sin retorno. En los \u00faltimos 20 a\u00f1os, los crecientes \u00e9xitos del CMAR han hecho que su tama\u00f1o se haya duplicado, pasando de cinco \u00e1reas marinas protegidas iniciales a diez, un conjunto formidable que incluye puntos cr\u00edticos de biodiversidad de renombre como la Isla del Coco y las Islas Gal\u00e1pagos, y que ahora abarca unos 2 millones de kil\u00f3metros cuadrados de oc\u00e9ano.\u00a0\u00a0\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">Este es un triunfo para el CMAR y las cuatro naciones latinoamericanas que lo fundaron, y representa un paso cr\u00edtico en la direcci\u00f3n correcta para la conservaci\u00f3n marina global. De hecho, muchos <\/span><a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/abs\/10.1111\/faf.12469\"><span style=\"font-weight: 400;\">estudios<\/span><\/a><span style=\"font-weight: 400;\"> revisados \u200b\u200bpor pares muestran que crear grandes AMP y garantizar que la vida silvestre pueda moverse entre ellas tiene enormes beneficios, no solo dentro de esas \u00e1reas sino tambi\u00e9n para las pesquer\u00edas cercanas. Las investigaciones tambi\u00e9n muestran que las AMP bien protegidas son m\u00e1s resilientes a los efectos del cambio clim\u00e1tico, y que esos beneficios tambi\u00e9n se extienden m\u00e1s all\u00e1 de los l\u00edmites de las AMP.<\/span><\/p><p><span style=\"font-weight: 400;\">Estas salvaguardas son cruciales para lograr el objetivo global de proteger al menos el 30 por ciento del oc\u00e9ano para el 2030, conocido como el objetivo 30&#215;30, que los 196 pa\u00edses miembros del Convenio sobre la Diversidad Biol\u00f3gica acordaron en diciembre de 2022.<\/span><\/p><p><span style=\"font-weight: 400;\">Pero la labor del CMAR en materia de protecci\u00f3n de la biodiversidad oce\u00e1nica no es s\u00f3lo una victoria para la conservaci\u00f3n marina, sino tambi\u00e9n un claro llamado a la innovaci\u00f3n digital para lograr una gobernanza sostenible de los oc\u00e9anos, porque una cosa es prometer salvaguardas para la biodiversidad oce\u00e1nica y otra muy distinta es garantizarlas mediante el control y la aplicaci\u00f3n de las normas en amplias franjas de oc\u00e9ano abierto.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">Afortunadamente, el CMAR cuenta con las herramientas adecuadas de conservaci\u00f3n para hacer ambas cosas. Desde 2022, la iniciativa intergubernamental se ha asociado con <\/span><a href=\"https:\/\/globalfishingwatch.org\/es\/\"><span style=\"font-weight: 400;\">Global Fishing Watch<\/span><\/a><span style=\"font-weight: 400;\">, una organizaci\u00f3n internacional sin fines de lucro que trabaja para mapear toda la actividad humana en el mar, con el fin de fortalecer su capacidad de gestionar y monitorear eficazmente sus AMP a trav\u00e9s de tecnolog\u00eda y datos de vanguardia.<\/span><\/p><p><span style=\"font-weight: 400;\">Al aprovechar las im\u00e1genes satelitales, el aprendizaje autom\u00e1tico y la experiencia humana para recopilar e interpretar datos, el portal <\/span><a href=\"https:\/\/globalfishingwatch.org\/es\/portal-marine-manager\/\"><span style=\"font-weight: 400;\">Marine Manager<\/span><\/a><span style=\"font-weight: 400;\"> de Global Fishing Watch est\u00e1 ayudando al CMAR a adquirir una visi\u00f3n m\u00e1s completa de las actividades de pesca comercial, transporte mar\u00edtimo y turismo, adem\u00e1s de brindar informaci\u00f3n sobre datos ambientales y oceanogr\u00e1ficos cr\u00edticos que afectan a las AMP en su jurisdicci\u00f3n. Esos datos incluyen 30 capas distintas de informaci\u00f3n sobre la actividad humana, biol\u00f3gica y oceanogr\u00e1fica, incluido el movimiento de los buques que transmiten su posici\u00f3n v\u00eda sat\u00e9lite, la temperatura de la superficie del mar, la batimetr\u00eda, la concentraci\u00f3n de ox\u00edgeno y los niveles de salinidad, todos los cuales son fundamentales para los esfuerzos del CMAR en el monitoreo de la salud y la seguridad de sus preciados recursos oce\u00e1nicos.<\/span><\/p><p><span style=\"font-weight: 400;\">De hecho, Marine Manager es un portal tecnol\u00f3gico \u00fanico e innovador que supone un verdadero impulso para los esfuerzos de conservaci\u00f3n del CMAR. Lanzado en 2022 por Global Fishing Watch y la defensora de los oc\u00e9anos Dona Bertarelli, apoya el dise\u00f1o, la gesti\u00f3n y el seguimiento eficaces de las \u00e1reas protegidas, al tiempo que muestra c\u00f3mo cambian los datos clave con el tiempo, en particular tras la implementaci\u00f3n de nuevas medidas de gesti\u00f3n. Su eficacia tambi\u00e9n se ve impulsada por su capacidad para analizar datos, lo que proporciona a la direcci\u00f3n del CMAR una visi\u00f3n instant\u00e1nea de las zonas potencialmente vulnerables del oc\u00e9ano y, cuando se combina con otras herramientas de Global Fishing Watch, muestra qui\u00e9n est\u00e1 detr\u00e1s de una actividad amenazante o sospechosa.<\/span><\/p><p><span style=\"font-weight: 400;\">Sin embargo, los elogios a los logros del CMAR y a su aplicaci\u00f3n de las herramientas de Global Fishing Watch sonar\u00edan huecos sin resultados. Por eso, cuando las autoridades costarricenses anunciaron a principios de este a\u00f1o una disminuci\u00f3n de la actividad pesquera ilegal en el Parque Nacional Isla del Coco, y dieron cr\u00e9dito a Global Fishing Watch y al programa de <\/span><a href=\"https:\/\/www.canada.ca\/en\/fisheries-oceans\/news\/2021\/06\/government-of-canada-continues-fight-against-illegal-unreported-and-unregulated-fishing.html\"><span style=\"font-weight: 400;\">detecci\u00f3n de embarcaciones oscuras<\/span><\/a><span style=\"font-weight: 400;\"> de Canad\u00e1 por ayudar a los funcionarios en sus esfuerzos de monitoreo y control, marcaron un momento decisivo para el papel de la tecnolog\u00eda en el impulso de nuestra agenda colectiva de sostenibilidad. El \u00e9xito, como dicen, se mide por el impacto. Y el impacto del CMAR es concreto, visible e impulsado digitalmente.\u00a0\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">La comunidad mundial se encuentra hoy en un momento cr\u00edtico en lo que respecta a la biodiversidad marina, la protecci\u00f3n y la gobernanza de los oc\u00e9anos. Mientras los jefes de gobierno se re\u00fanen en Cali (Colombia) para la Conferencia de las Naciones Unidas sobre la Diversidad Biol\u00f3gica de 2024, el futuro del bienestar ambiental de nuestro planeta vuelve a ser el centro de atenci\u00f3n. Many peer-reviewed <\/span><a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/abs\/10.1111\/faf.12469\"><span style=\"font-weight: 400;\">studies<\/span><\/a><span style=\"font-weight: 400;\">, in fact, show that creating large MPAs and ensuring wildlife can move among them has enormous benefits\u2014not only within those areas but for nearby fisheries as well. Research also shows that well-protected MPAs are more resilient than other areas to the effects of climate change, and that those benefits also extend beyond MPA boundaries.<\/span><\/p><p><span style=\"font-weight: 400;\">These safeguards are crucial to achieving the global goal of protecting at least 30 percent of the ocean by 2030\u2014known as the 30 by 30 target\u2014which the 196 member countries of the Convention on Biological Diversity agreed to in December 2022.<\/span><\/p><p><span style=\"font-weight: 400;\">But CMAR\u2019s work in protecting ocean biodiversity is not only a victory for marine conservation, it is also a clarion call for the role of digital innovation in delivering sustainable ocean governance. Because it is one thing to pledge safeguards to ocean biodiversity and quite another to ensure them by monitoring and enforcing rules across vast swathes of open ocean.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">Fortunately, CMAR has the right tools in its conservation toolbox to do both. Since 2022, the intergovernmental initiative has partnered with <\/span><a href=\"https:\/\/globalfishingwatch.org\"><span style=\"font-weight: 400;\">Global Fishing Watch<\/span><\/a><span style=\"font-weight: 400;\">, an international nonprofit organization working to map all human activity at sea, <\/span><span style=\"font-weight: 400;\">to strengthen its ability in effectively managing and monitoring its MPAs through cutting-edge technology and data. <\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">By leveraging satellite imagery, machine learning, and human expertise for gathering and interpreting data, Global Fishing Watch\u2019s <\/span><a href=\"https:\/\/globalfishingwatch.org\/marine-manager-portal\/\"><span style=\"font-weight: 400;\">Marine Manager<\/span><\/a><span style=\"font-weight: 400;\"> tool is helping CMAR acquire a more complete view of commercial fishing, maritime transport and tourism activities as well as providing insights into critical environmental and oceanographic data that affect the MPAs in its jurisdiction. That data includes 30 distinct layers of information on human, biological and oceanographic activity, including the movement of satellite transmitting vessels, s<\/span><span style=\"font-weight: 400;\">ea surface temperature, bathymetry, oxygen concentration, and salinity levels<\/span><span style=\"font-weight: 400;\">\u2014all of which are critical for CMAR\u2019s efforts in monitoring the health and security of its precious ocean resources.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">Indeed, Marine Manager is a unique and innovative tech portal that is a true boon to CMAR\u2019s\u00a0 conservation efforts. Launched in 2022 by Global Fishing Watch and ocean advocate Dona Bertarelli, it supports the effective design, management and monitoring of protected areas while also showing how key data changes over time, particularly following the implementation of new management measures. Its effectiveness is also fueled by its ability to analyze data, giving CMAR management instant insight into potentially vulnerable areas of the ocean and\u2014when combined with other Global Fishing Watch tools\u2014showing who is behind threatening or suspicious activity.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">And yet, praise for CMAR\u2019s achievements and its application of Global Fishing Watch tools would ring hollow without results. That\u2019s why when Costa Rican authorities <\/span><a href=\"https:\/\/ticotimes.net\/2024\/07\/09\/cocos-island-national-park-sees-drop-in-illegal-fishing-activity\"><span style=\"font-weight: 400;\">announced<\/span><\/a><span style=\"font-weight: 400;\"> earlier this year a drop in illegal fishing activity in the Cocos Island National Park, crediting Global Fishing Watch and Canada\u2019s Dark Vessel Detection <\/span><a href=\"https:\/\/www.canada.ca\/en\/fisheries-oceans\/news\/2021\/06\/government-of-canada-continues-fight-against-illegal-unreported-and-unregulated-fishing.html#:~:text=To%20combat%20IUU%20fishing%2C%20the%20Government%20of%20Canada,states%E2%80%94like%20Ecuador%E2%80%94where%20IUU%20fishing%20is%20a%20significant%20concern.\"><span style=\"font-weight: 400;\">program <\/span><\/a><span style=\"font-weight: 400;\">with <\/span><span style=\"font-weight: 400;\">assisting officials in their monitoring and control efforts, it marked a watershed moment for technology\u2019s role in driving forward our collective sustainability agenda. <\/span><span style=\"font-weight: 400;\">Success, as they say, is measured by impact. And CMAR\u2019s impact is concrete, visible and digitally driven.\u00a0\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">The global community today is at a critical juncture with marine biodiversity, ocean protection and governance. As heads of government meet in Cali, Colombia for the <\/span><span style=\"font-weight: 400;\">2024 United Nations Biodiversity Conference, the future of our planet\u2019s environmental well-being is once again in the spotlight. <\/span><span style=\"font-weight: 400;\">How we move forward has enormous implications for the future of the marine environment and the billions of people who rely on it for food, livelihoods, community and more.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">What is clearer than ever is that digital platforms such as Marine Manager are increasingly critical to achieving humanity\u2019s environmental and sustainability goals.
