Desde 2018, Per\u00fa, Chile y Panam\u00e1 y m\u00e1s recientemente, <\/span><a href=\"https:\/\/globalfishingwatch.org\/press-release\/costa-rica-mou\/\"><span style=\"font-weight: 400;\">Costa Rica<\/span><\/a><span style=\"font-weight: 400;\"> y <a href=\"https:\/\/globalfishingwatch.org\/es\/transparencia\/ecuador-datos\/\">Ecuador<\/a>, han comenzado a adaptar el m\u00e9todo ortodoxo, y no siempre exitoso, de monitoreo, control y vigilancia (MCV) a un sistema renovado basado en la transparencia y la tecnolog\u00eda.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Estos pa\u00edses han activado con \u00e9xito una reacci\u00f3n en cadena que comenz\u00f3 a disipar las dudas respecto un programa colectivo de MCV. Estos reacomodamientos de din\u00e1mica pesquera \u2014el cambio de actitud con respecto a la transparencia en la pesca, junto con los avances en la tecnolog\u00eda\u2014 son importantes no solo para cada uno de estos pa\u00edses individualmente, sino tambi\u00e9n para la propia regi\u00f3n. De hecho, estos cambios crean una excelente oportunidad para lograr una visi\u00f3n regional sobre el liderazgo en transparencia. Hoy en d\u00eda, abordar eficazmente las preocupaciones ambientales requiere una acci\u00f3n cooperativa multinivel y la transparencia es la estructura mediante la cual se mantiene unida la cooperaci\u00f3n regional.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Los avances en la tecnolog\u00eda siempre han impulsado nuevos enfoques para la gesti\u00f3n de los oc\u00e9anos y \u00e9sto no es solo caracter\u00edstico de Am\u00e9rica Latina. La tecnolog\u00eda ha dado forma a cada nueva etapa evolutiva en las relaciones de los pa\u00edses con el oc\u00e9ano. Los avances cient\u00edficos de los a\u00f1os 70 y 80 promovieron la adopci\u00f3n de la <\/span><a href=\"https:\/\/www.un.org\/Depts\/los\/convention_agreements\/convention_overview_convention.htm\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Convenci\u00f3n de las Naciones Unidas sobre el Derecho del Mar<\/span><\/a><span style=\"font-weight: 400;\">. En la d\u00e9cada de 1990, el fortalecimiento tecnol\u00f3gico de la capacidad pesquera dio lugar <\/span><a href=\"http:\/\/www.fao.org\/3\/t0800e\/t0800e.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">por primera vez<\/span><\/a><span style=\"font-weight: 400;\"> en el \u00e1mbito internacional, a un nivel sin precedentes de sobrepesca con la consiguiente degradaci\u00f3n de los recursos e importantes p\u00e9rdidas econ\u00f3micas. Y, en los a\u00f1os 2000, la tecnolog\u00eda pesquera contribuy\u00f3 a la consolidaci\u00f3n del concepto de pesca Ilegal, No Declarada y Do Reglamentada (INDNR). En efecto, este concepto respondi\u00f3 a las nuevas capacidades de MCV en diferentes situaciones pr\u00e1cticas. En otras palabras, la tecnolog\u00eda abri\u00f3 la puerta a nuevas formas de entender las fluctuaciones de la pesca. Credito: Pelayo Salinas<\/em><\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">Am\u00e9rica Latina, rica en biodiversidad marina, ha marcado el camino cuando se trata de adoptar la transparencia en la pesca. Como pioneros en la introducci\u00f3n de nuevas ideas en el derecho del mar (como el de la zona econ\u00f3mica exclusiva, el \u00e1rea mar\u00edtima que se extiende hasta las 200 millas n\u00e1uticas de la costa de un pa\u00eds), la regi\u00f3n tambi\u00e9n ha liderado el camino para traducir nuevos desarrollos y desaf\u00edos en mejores reg\u00edmenes de gesti\u00f3n de los oc\u00e9anos. Ese es el caso en la transparencia de la gesti\u00f3n pesquera actual. Algunos podr\u00edan decir que la palabra \u00abtransparencia\u00bb conlleva una carga emotiva diferente en algunos idiomas o culturas. Hablar de &#8216;<\/span><i><span style=\"font-weight: 400;\">transparencia<\/span><\/i><span style=\"font-weight: 400;\">&#8216; en la lengua espa\u00f1ola a menudo implica que la actividad subyacente implica sospechas de conducta inapropiada, particularmente en la gesti\u00f3n de fondos p\u00fablicos. Por lo tanto, al hablar de transparencia, se percibe una connotaci\u00f3n negativa t\u00e1cita de conducta inapropiada.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Sin embargo, hay una connotaci\u00f3n positiva m\u00e1s fuerte, de claridad y soluciones, que la regi\u00f3n latinoamericana est\u00e1 adoptando recientemente. La transparencia hace posible sacar a la luz complejas din\u00e1micas de gesti\u00f3n de la pesca, brindando visibilidad a las operaciones que han permanecido ocultas debido a las propias caracter\u00edsticas del oc\u00e9ano: profundo, oscuro y en su mayor\u00eda fuera de vista. La tecnolog\u00eda nos acerca a las actividades que se desarrollan en el mar. Hoy en d\u00eda, la transparencia respalda los esfuerzos de gesti\u00f3n pesquera y es un concepto clave en el proceso de avance hacia la sostenibilidad en Am\u00e9rica Latina. <\/span><a href=\"https:\/\/globalfishingwatch.org\/news-views\/produce-global-leadership\/\"><span style=\"font-weight: 400;\">Per\u00fa<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/globalfishingwatch.org\/vms-transparency\/chile-leadership\/\"><span style=\"font-weight: 400;\">Chile<\/span><\/a><span style=\"font-weight: 400;\"> y <\/span><a href=\"https:\/\/globalfishingwatch.org\/news-views\/panama-publishes-vms\/\"><span style=\"font-weight: 400;\">Panam\u00e1<\/span><\/a><span style=\"font-weight: 400;\"> brindaron acceso a sus datos para todas las personas alrededor del mundo a trav\u00e9s de nuestra plataforma, proporcionando as\u00ed herramientas de visualizaci\u00f3n para una mejor comprensi\u00f3n de las actividades en el oc\u00e9ano. Ahora Costa Rica y Ecuador, con el mismo esp\u00edritu de transparencia, han decidido publicar sus datos de los buques en el <\/span><a href=\"https:\/\/globalfishingwatch.org\/map\/\"><span style=\"font-weight: 400;\">mapa<\/span><\/a><span style=\"font-weight: 400;\"> de Global Fishing Watch, no solo para implementar la nueva tecnolog\u00eda MCV, sino tambi\u00e9n para proteger a\u00f1os de conocimiento tradicional pesquero &#8211;\u00a0 piedra angular de muchas comunidades locales.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Las lecciones que estamos aprendiendo como consecuencia de la pandemia COVID-19, sumadas a recientes eventos en el sector pesquero que han impactado significativamente en la opini\u00f3n p\u00fablica de la regi\u00f3n, est\u00e1n transformando la tecnolog\u00eda en una herramienta que puede ubicarnos en los albores de una era de transparencia en la gesti\u00f3n pesquera.
